一、人民币升值的背景及原因
(一)人民币升值的背景
近年来，人民币升做运值问题已经成为大家关注的焦点，人民币汇率存在升值压力的原因是一个与国际间错综复杂的社会、政治、经济利益相糅合的问题。国际上要求人民币升值的呼声日益高涨，主要依据在于中国的贸易顺差，巨额外汇储备等。
2003年，中国经济在扩大内需投资和对外贸易增长的带动下，经济保持年增8.2%的强劲势头。一般来说，若一国能保持稳定的经济增长，则会支持本国的货币稳定升值。另一方面，我国近10年来的贸易顺差持续扩大，尤其是来自美国的顺差，目前已成为排在日本之后全球第二大贸易顺差的国家，这是国外要求人民币升值的主要原因。还有一个原因就是中国巨额的外汇储备。主权国家都需要保持一定数量的外汇储备，以支持本国货币汇率的稳定。外汇储备的增加，不仅可以增强宏观调控能力，而且有利于维护国家和企业在国际上的信誉，我国自1994年外汇体制改革以来，外汇储备的绝对规模和增长速度都持续攀高，至 2005年9月底，己达到7690亿美元，成为仅次于日本的第二大外汇储备国。 虽然外汇储备对一个国家的经济运行至关重要，但外汇储备并非越多越好;目前我国外汇储备的各项指标远远高于国际警戒线，国内的一些实证研究也表明，我国外汇储备的增加在长期内影响着人民币名义和实际有效汇率，使得人民币面临着长期持续的升值压力。
(二)人民币升值的原因
根据我国经济和对外贸易情况，我国曾多次调整人民币汇率。加入WTO以后，我国经济和对外贸易持续快速发展，人民币的国际影响力不断扩大，中国与美、日、欧盟等经济体的贸易摩擦进入高发期，这些经济体基于本国内经济和政治需要持续要求人民币升值，并对我国施加各种压力。在综合考虑我国经济持续增长需要和整体承受能力的基础上，以国外要价合理让步和对我发展整体有利为前提，我国政府宣布自2005年7月21日起我国开始实行以市场供求为基础、参考一篮子货币(包括美国、日本、香港、欧盟、印尼、马来西亚、新加坡、泰国、韩国、台湾地区、澳大利亚、加拿大等12个国家和地区的货币)进行调节的、有管理的浮动汇率制度，人民币对美元汇率上调0.2%，并在一定范围内浮动，人民币升值是我国开始实行以市场供求为基础、参考一篮子货币进行调节，人民币汇率不再紧盯单一美元，形成更富弹性的人民币汇率机制的标志，这是为建立和完善我国社会主义市场经济体制，充分发挥市场在资源配置中的基础性作用采取的改革措施，其宏观意义不言而喻。这种变化对于我国出口贸易将产生多种影响。
二、人民币升值对进纯瞎梁出口贸易影响分析
汇率变动对出口贸易的影响主要是通过价格调节机制传导的，而影响这一机制传递效果神培的因素很多。在我国，由于加工贸易多是进口原材料和机械设备后在我国进行生产然后再出口，因此进口的原材料在加工贸易中所占的比重较大，这也是由于我国目前所处的经济发展阶段所导致的。而随着我国产业结构的升级，基础产业的迅速发展，出口产品生产所需的原材料、零部件和半成品将更多地由国内厂家生产，汇率的调整也将对其出口贸易产生一定的扩展效果。 本币升值对出口的影响表现为：当生产出口商品使用本国原材料时，本币国内价值贬值的情况下，本币汇率升值会使出口商品的价格大幅度上涨，导致出口减少;本币国内价值稳定的情况下，本币升值仍会使出口商品的外币价格上涨，导致商品的出口减少;本币国内价值升值，出口商品的外币价格是否上涨及上涨幅度的大小，由本币国内升值使出口商品本币价格下降的幅度和本币升值使出口商品的外币价格上升的幅度共同决定，若前者大于后者，则引起出口增加;若前者等于后者，则不影响出口;若前者小于后者，则只会较少地减少商品出口。而当生产原材料来自海外时，本币升值对出口的影响与进口原材料在出口商品生产中所占的比重高低成反比，比重越大，则汇率升值减少出口的作用效果越小;反之，效果就越大。
(一)人民币升值对我国进出口贸易的有利影响
第一，人民币升值可以改善贸易条件。伴随贸易顺差急剧增加的同时，我国贸易条件近年来正在不断恶化。商务部的一份调查报告显示，1993——2000年，以1995年为基期的中国整体贸易条件指数下降了13%。其中制成品贸易条件下降了14%，初级产品贸易条件下降了2%。2003年出口商品价格指数为104.7进口商品价格指数为109.7，贸易条件指数为95.4%，低于上年的98.8%。这就是说，我国的出口商品价格相对于进口商品价格的比值在下降，即我国必须出口更多的商品才能换回同样数量的进口商品，国民福利向外流失。
近些年来，我国政府主导的固定资产投资增长居高不下.进口的能源和原材料等初级产品所占比重，以及技术含量较高的化学制品、机械和交通设备等制成品进口比重大幅攀升。近年来，大部分初级产品和资本、技术密集型产品的美元单价均有不同程度的上升。1993—2000年，中国进口价格总指数上升了19%，其中制成品上升20%，初级产品上升16%。同时，我国经济的迅速发展导致进口需求的上升无疑在一定程度上提高了国际原材料、技术密集型产品的价格，进一步造成贸易条件的恶化。
人民币升值将会降低进口产品价格，特别是原材料和高科技设备价格的降低，企业将会加速技术引进，提高生产效率，进行产品更新换代，实现产品动态比较升级。同时由于进口产品绝大部分用于复出口。故随着企业生产率提高，出口产品质最得到提高，有助于我国企业从产品产业链低端向中高端延伸，使贸易条件得到改善。这样会有利于我们更好地利用世界资源，增加国民福利，总体上提升我国产品国际竞争力。
第二，人民币升值可以优化对外贸易的商品结构。目前，中国的贸易结构很不合理，大多数企业都处在劳动密集型且技术含量不高的水平上，仅有的部分高技术、深加工出品的出口往往也存在加工过程短暂，增值不高的问题，真正体现技术水平和要素含且的高新技术设备和中间投入品等生产要素要从国外进口，加工收益近80%属于外国产值的转移。一方面是企业加工作业深度差，企业深加工链条短，进口原抖和部件大最侵占增加值的份额;另一方面，由于大量产品处于价值链的末端，普遍缺乏核心技术、自主品牌和营销网络，容易受到跨国公司的制约，出现无自主产权和技术空心化局面。
通过人民币升值的手段，可以最有效率地把制造业中那些技术含量与附加值低的、管理不善地挤出去，这符合中国产业结构转变的发展方向。同时。人民币升值会引起行业内更加激烈的竞争，激励企业通过技术管理创新增强竞争力。让那些富于创新、有竞争力的制造业强者变得更强，并且能减少无效率的企业在海外的相互恶性竞争，另外还能加快企业“走出去”的步伐。从国际经验看，日本、德国等许多国家的国际品牌都是在本国货币升值的过程中慢慢成长起来的。因为本国货币的持续升值让它们面临“优胜劣汰”的压力，从而不断激励企业创新、再创新。最终走向世界知名品牌之路。可见，人民币升值对于推动我国企业贸易结构调整并激发其自主创新，实现可持续发展具有重要意义。
第三，人民币升值可以减少我国出口产品所遭受的反倾销诉讼。长期以来，我国主要依靠廉价劳动密集型产品的数量扩张来实现出口导向战略，凭着价格优势迅速占领国际劳动密集型产业的中低端市场。根据商务部统计资料显示，2005年美国从中国进口纺织品(61、62和63类)207.79亿美元，占同类商品总进口额的26.01%;鞋类制品(64类)金额为127.21亿美元，占总进口额的70.94%;箱包制品(42类)金额为62.59亿美元，占同类总进口额的71.66%;家具制品(94类)金额为170.55亿美元，占总进口额的45.79%;玩具和游戏用品(95类)金额为191.41亿美元，占总进口额的78.24%。在其他发达国家的情况也是大致如此。

Competition is a very common phenomenon in our social life today. We compete when we play games, we try to do better than others in our study and there is constant competition for jobs, fame, wealth and so forth. We can say, to some extent, competition is one of the motive force of the development of society.
We often find competition and cooperation occurring at the same time. Think of a basketball game. During the game, one team is competing against the other, but each member of the team must cooperate with his teammates. In most cases, we cant compete without cooperation. Thus they are equally important.
While advocating competition, we can’t forget cooperation. In modern society, cooperation is especially important because most work is fulfilled with and through other people. So we must combine competition with cooperation to obtain our goals.
保护环境
There are still many problems of environmental protection in recent years. One o the most serious problems is the serious pollution of air, water and soil. The polluted air does great harm to peoples health. The polluted water causes diseases and death. Whats more, vegetation has been greatly reduced with rapid growth of modern cities.
To protect the environment, governments of many countries have done a lot. Legislative steps have been introduced to control air pollution, to protect the forest and sea resources and to stop any environmental pollution. Therefore, governments are playing the most important role in the environment protection today.
In my opinion, to protect environment, the government must take even more concrete measures. First, it should let people fully realize the importance of environment protection through education. Second, much more efforts should be made to put the population. Finally those who destroy the environment intentionally should be severely punished. We should let them know that destroying environment means destroying mankind themselves.
